The payables department at Tampa Electric Co. pays hundreds of thousands of invoices
annually. Weisman's auditors review the transactions. "They provide an extra
layer of review," said Phil Barringer, the utility's Vice President and Controller.

It is cost-effective for Tampa Electric because the auditors know the latest details
and nuances of sales tax regulations. Barringer said the utility cannot afford to have
the additional staff with the same type of training and knowledge. Auditors examine
all the utility's transactions, look at the terms and conditions of contracts, check
for duplicate payments and determine if volume discounts are due to Tampa Electric.
